Rules & Regulations

  1. Name: The union is a combination of employees engaged in SRD Cell under West Bengal State Rural Development Agency, Department of Panchayat and Rural Development,Government of West Bengal. It should be called the West Bengal State Rural Development Agency (Strengthening Rural Decentralization Cell) Employees’ Association as WBSRDA (SRD Cell) Employees’ Association. It is referred to in these Rules of the Union.

  2. Head Office: the Head office of the union shall be at Jessop Building 63, N. S. Road, and Kolkata-1. Any change in the address of this office should be duly notified to all concerned and to the register of Trade Union, Government of West Bengal within fourteen days from the date of which change take place.

  3. Objectives:

  4. Ordinary Members: Workers of the age of 21 years or more engaged or employed in SRD Cell under West Bengal State Rural Development Agency, Department of Panchayat and Rural Development, Government of West Bengal shall be eligible for admission as ordinary members of the Union. An ordinary member shall pay subscription at the rate of Rupees Ten only per month payable immediately on enrolment and thereafter by the end of the month for which it is due. No member shall remain a member if he is in arrears within his/her subscription for three months and does not clear his dues by the end of the 3 months. After the 3 month but within a period of 15days from the last day thereof a member having ceased to be a member through default shall, subjects to a contrary decision of the central committee may think fit to impose be eligible for re-admission as a member, subject to contrary decision of a general meeting no member shall enjoy the right of a ordinary member and entitled to the benefits to which a member will be entitled under these rules or under these rules as amended later unless he;

    a. has been a member for not less than six months,


    b. has paid all the dues to the union,


    c. Admission fee has been fixed at Rupees Ten only.


  5. Membership Register: The union shall maintain a register of members with their name, age, address, occupation and such other particular as may be considered necessary concerning each member. The Register shall be open to inspection by any officer or member on any day during the normal office hours of the union.

  6. Honorary Member: person not eligible for admission as ordinary members under rule (4) may be admitted as honorary member to serve on Central Committee of the union , but their member shall not any time exceed one-half of the total number of the members of the said committee . Subject to a contrary decision of a general meeting no honorary member shall enjoy and rights of an ordinary member and shall not be entitled to any benefits to which and ordinary member will be entitled under these rules.

  7. Central Committee: Subject to the control of the general body of members the administration of all affairs of the union shall be carried on by the Central Committee of not more than 21 members and not less than 18 members. The member of the Central Committee shall select from themselves one President, one Vice-President, one General Secretary, one Assistant Secretary, one spokesperson, one treasurer, one Chief Coordinator . all member of the central Committee shall be above the age of 21 years and shall be elected at the annual general meeting of the union and shall continue three years from the date of election or shall remove by death or found incompetent or hostile to the interest of the union, hold offices until the election. Two-Third members of the central committee will from the quorum of the meting, casual vacancies shall be filed up by ordinary members of the union co-opted in the Central Committee Members found incompetent or hostile to the union shall be remove by a majority decision of a general meeting. Secretary or in his absence or due to his refusal the president of the union will be convey the executive meeting with 14 days notice and 58 hours notice will be required for an emergent meeting.

  8. Funds: the union shall have a general fund which includes all income from contribution from the members’ donations, and other miscellaneous sources. All expenses of the union save those incurred for political purpose specified in section 16 of Indian Trade Union Act of 1926 including salaries and allowances to officers, pay of establishment and provision benefits, financial and other kinds shall be met from the general fund. In the case of a doubt whether or a particular expenses can be lawfully incurred and paid from the general fund , the matter shall be referred to the Register of Trade Unions, Government of West Bengal and the union shall abide by his decision.

  9. If and when necessary the union shall invite its members to contribute to a special fund for any of the purposes mentioned in section 16 of the Indian Trade Union Act, 1926, contributions to the said fund shall not be made a condition for admission as a member and no member shall be compelled to contribute and shall suffer from any disadvantage for his refusal to contribute to the said fund.

  10. All money belonging to the union, save those immediately required not exceeding Rupees Five hundred only shall be deposited in a bank of good standing. When a bank account is opened the secretary of the union authorized by the central committee shall make and be responsible for all transaction in the account.

  11. The secretary of Union shall be responsible for the proper maintenance of the different books and register. The account books shall be opened to inspection by Officers and members during the normal office hours of the union. The account shall be audited every year after the 312sty January, in the manner prescribed by the Bengal Trade Unions Regulations, 1927 and the central committee shall thereafter arrange for the preparation and the submission to the Register of Trade Unions, Government of West Bengal before the 30th April next of the annual return prescribe under section 28 of the Indian Trade Union Act, 1926.

  12. Annual General Meeting: Every year as soon as possible not later than 30st march there shall held a meeting of the general body of the members of the Union to be called the Annual General Meeting. The Quorum for this meeting shall be one third of the total number of members of the union for the time being. Voting at the meeting may either by show of hands or by ballot and all matters shall be decided by a majority of votes. The meeting shall disposes of all matters effecting the general body of members including, a. formation of the policy and programme of the union. b. appointment of the officers, c. amended of rules of the union. Any change or amendments in rule in respective to the Societies shall be sent to the Register of Trade Union with 14days will be effective after obtaining certificate to the union. Annual general meeting shall be called by the secretary or his absence or due to his refusal by the president of the union with 15days notice.

  13. General meeting : if an when necessary a general meeting may be convened by the secretary or his absence of due to his refusal the president of the union with 7 days notice two-third members then on the or less shall from quorum.

  14. Discussion: The Union shall not be dissolved except by the decision of the majority or members assembled as a meeting specially called for the purpose. The quorum for the meeting shall be two-third of the total number of members of the Union for the time being. This meting shall also decide of. After the meeting dissolving the union but 14 days from the date thereof, there shall be sent to the Register of Trade Unions, Government of West Bengal a notice of dissolution shall not have effect until the same has been registered and a certificate of Registration have been obtain from the Register.
